Sudan Rights Watch Network (SRWN) is following with great interest the visit of the Independent Expert on the Situation of Human Rights in Sudan, Mr. Radhouane Nouicer, which is expected to extend from July 27 to 31, 2025. This visit comes amid a tragic humanitarian context and the widespread and systematic collapse of the country’s human rights system.
This visit comes at a time when Sudan is witnessing a horrific escalation in human rights violations, particularly in Darfur and South Kordofan, where human suffering is exacerbated by armed conflict, a lack of accountability, the politicization of humanitarian aid, and widespread killing, torture, rape, and forced displacement. Independent organizations, including our network, have documented the extent of violations that amount to war crimes and crimes against humanity.
While SRWN welcomes, in principle, any UN effort that contributes to shedding light on the grave violations committed during the April war in Sudan, we strongly encourage visits to all conflict-affected areas to establish and uncover the facts from their original sources, and to listen to victims and their authentic accounts, thus contributing to achieving effective justice and ending the cycle of impunity.
SRWN affirms that any serious assessment of the human rights situation in Sudan cannot ignore the structural complicity of the de facto authorities and the conflicting elites in producing and sustaining this crisis. SRWN also urges an increase in such UN visits to the country, which will help establish a true picture of the human rights situation during the conflict. SRWN affirms that such efforts are effective steps toward serious accountability, accurate documentation, and effective pressure that places the dignity of victims at the core of priorities.
In light of this, SRWN calls on the Independent Expert and the Office of the High Commissioner to:
- Issue a fair and transparent report that reflects the human rights situation impartially, including the testimonies of victims and survivors without restriction or filtering.
- Clearly name the perpetrators and strengthen and support efforts to hold accountable parties involved in violations, regardless of political balances or regional pressures.
- Recommend urgent and binding measures against the warring parties to ensure the cessation of violations, unhindered access to humanitarian aid, and effective protection of civilians.
- Engage with independent civil society organizations as a key partner in monitoring and documenting violations and supporting their capacities amid the escalating repressive environment of the ongoing war.
SRWN emphasizes that the Sudanese people’s struggle for freedom, dignity, and justice cannot be assessed by diplomatic reports, but rather by resolute international positions that place human rights above political considerations. The international community bears a moral and historical responsibility not to turn a blind eye to the ongoing Sudanese tragedy.
